EDA pMS
Twenty-six EU Member States participate in EDA - all EU members except Denmark. Together they form the Agency’s ‘shareholders’: they sit in the EDA Steering Board; they pay the annual budget; their national experts participate in EDA activities; they invest in projects and programmes to improve their capabilities.
The Agency is an ‘instrument’ in the hands of the participating Member States (pMS), in particular of their Ministries of Defence.
The pMS ‘own’ EDA. Their engagement in its activities is crucial for its success. For that reason, the Agency works with decision-makers and experts from capitals, as they are the key actors in defence planning, R&T investment, equipment procurement and defence industrial and market issues.
